A 15-hr driving seminar will be required by the Land Transportation Office (LTO) starting April 2020 to those who wish to acquire a student permit.
The seminar is expected to be one of the “solutions ” to minimize traffic. This seminar is aimed to produce more effective drivers on the road, thus, minimizing long queues in traffic and avoid accidents. Requiring a more comprehensive seminar would give aspiring drivers a good grasp should a situation arise and better judgement towards it.
The seminar is a requirement embodied in the Memorandum Circular 2019-2176. The seminar will compose basic driving lesson and traffic laws. The seminar is a pre-requisite for the acquisition of student driver permit.
Director of LTO Central Visayas said that all driving centers will have to apply for accreditation.
“So far, 21 schools have been accredited. Same concept with medical clinics. Electronic certificates are transmitted to LTO from the accredited schools. We are alos in discussions with LGUs (Local Government Units) for public driving schools which LTO will accredit,”

According to the memorandum, those who complete the 15-hour theoritical driving course will get certificates indicating the have completed the course and this will be transmitted automatically by the accredited driving schools to LTO to complete the process for the student driver permit.
